I've only used the FNV GECK a bit, and that was enough to really get frustrated. Modders have to figure it out on their own. One of the biggest problems with modding BGS games afaik is that BGS doesn't tell us stuff. They maybe frivolous reasons but reasons nonetheless. Clearly there are reasons Beth hasn't given the modding community the keys to the game. The DEVS made an incredible looking game with full mod support, how the modding community reacts maybe key to whether or not other companies follow suit.
